Everyone loves parties! Everyone loves hats! Therefore, the obvious thing to do is to hold a hat party.

People can wear whatever hat they want - a top hat, a military hat, one of those ones with beer cans and tubes, a witches hat... The only rule is they have to keep it on all night (or swap with someone else).

It's like fancy dress, but so much easier, so people will be much more willing to join in.
